After lot of thinking,I agree with this point "Individual is the stronger change agent than Institution",we can also say that "Individual Empowerment",here Empowermet means Transformation process by which individual gain power and control in order to make decision and meet his/her own objects. I agree with this point because according to this interpretation,the process begins with the individual.
